Short answer: No. You can now buy ads in ChatGPT, but you cannot buy a place in its answer. OpenAI says plainly: "Ads do not influence ChatGPT's answers" (OpenAI Help Center). An ad appears as a labelled extra below the answer, not as ChatGPT recommending you. Being named in the answer itself is still earned, from what the web says about your business.
Does ChatGPT have ads now?
Yes, for some users. According to OpenAI's help page, ads may appear for people on the Free and Go plans; Plus, Pro, Business, Enterprise and Edu have no ads, and accounts identified as under 18 are not shown ads. Ad testing started in the US on 9 February 2026, with a gradual rollout to eligible Free and Go users "in select regions". An ad appears below a ChatGPT response, as one ad unit, and OpenAI is also testing a visual ad format during image generation. Ads are chosen by relevance and outcomes, and their ranking takes into account relevance and what advertisers bid. OpenAI says ads are not shown near sensitive topics such as personal health, mental health or politics, and it does not allow political advertising (OpenAI Help Center: Ads in ChatGPT).
OpenAI's own news feed traces the announcements: a planned test announced in January 2026, a self-serve Ads Manager with cost-per-click bidding in May, then expansion to 31 European markets in August, to more than 60 countries in September and to 26 more countries on 21 October 2026 (OpenAI News). OpenAI describes the latest expansion as reaching advertisers "from local businesses to global brands".
For advertisers it works much like other ad platforms. OpenAI's advertiser documentation covers campaigns, budgets, location targeting and conversion tracking (OpenAI Ads docs). You can pay for impressions or for clicks, and choose a fixed bid or let OpenAI adjust bids (OpenAI Ads docs: Bidding). Ads can run in the ChatGPT apps on iOS and Android and in ChatGPT in web browsers (OpenAI Ads docs: Platform targeting).
Do ads change what ChatGPT recommends?
OpenAI says no. Its help page answers the question directly: "Ads do not influence ChatGPT's answers. Ads run on separate systems from our chat model, and advertisers have no ability to shape, rank, or alter ChatGPT's responses. Ads are separate and clearly labeled." It adds that "seeing an ad doesn't mean OpenAI endorses or recommends the advertiser" (OpenAI Help Center: Ads in ChatGPT). One of the principles OpenAI lists is "Answer independence: Ads do not influence answers."
In practice this means two different things can appear on the same screen:
| ChatGPT's answer | A ChatGPT ad | |
|---|---|---|
| How a business gets there | ChatGPT finds it in what it learned or in the pages it searches | The business pays for a campaign |
| Labelled as an ad | No | Yes |
| Can you buy a place in it? | No | You can bid, but placement is never certain |
| When the budget stops | Nothing changes | The ad stops |
So if Café Ribeiro ran a ChatGPT ad, it could appear below an answer about lunch in Luxembourg City. It would not make ChatGPT write "Café Ribeiro is the best place for lunch". How ChatGPT chooses who to name in the answer is explained in How ChatGPT decides which businesses to recommend in Luxembourg.
Are ChatGPT ads available in Luxembourg?
For advertisers, yes. OpenAI's Ads Manager availability page lists Luxembourg as "Available" for self-service Ads Manager, alongside Belgium, France, Germany and the Netherlands. The country that counts is where the legal entity that advertises and is billed is based (OpenAI Help Center: Ads Manager Availability). OpenAI adds that advertisers in the new European markets can also start through its Ads Solutions team or through agency and technology partners.
Whether people in Luxembourg see ads is a different question, and OpenAI does not answer it with a country list. Its help page only says ads are rolling out to eligible Free and Go users "in select regions", and that "Personalized ads are not initially available in the European Economic Area (EEA) or Switzerland" (OpenAI Help Center: Ads in ChatGPT).
What OpenAI's advertiser documentation does show is that campaigns can target Europe, with one limit: custom audiences (uploading your own customer lists) are not supported for campaigns targeting the European Economic Area or Switzerland, "where personalized ads are not yet available" (OpenAI Ads docs: Custom audiences). Luxembourg is in the European Economic Area. If you want to advertise to people here, check the location options inside OpenAI's Ads Manager before you plan a budget.
What is OAI-AdsBot?
OAI-AdsBot is the OpenAI crawler that checks ads. OpenAI says it "is used to validate the safety of web pages submitted as ads on ChatGPT", only visits pages submitted as ads, and that the data it collects is not used to train OpenAI's models (OpenAI: Overview of OpenAI crawlers). If you don't advertise in ChatGPT, it will not visit you. It has nothing to do with whether ChatGPT recommends you: that depends on OAI-SearchBot, which you can check with our crawler access guide.
Can you pay to appear in Google AI Overviews or AI Mode?
Google does show ads around its AI answers, but you cannot buy a place in the AI answer itself. According to Google Ads Help (About ads and AI Overviews):
- Ads can show above or below AI Overviews in all markets where AI Overviews are available, and within AI Overviews in some countries.
- Ads within AI Overviews are currently available in English only, in Australia, Canada, India, Indonesia, Kenya, Malaysia, New Zealand, Nigeria, Pakistan, the Philippines, Singapore and the US. Luxembourg is not on the list.
- You can't directly target ad placements in AI Overviews, and you can't opt out of them. They come from existing Search, Shopping and Performance Max campaigns.
- Google does not show ads in AI Overviews for sensitive categories, naming finance, healthcare, alcohol, gambling, adult content and politics. A fiduciary or a medical practice would not get ads there at all.
For AI Mode, Google's review of its 2025 ads features says it was testing ads in AI Mode in the US, and that where relevant, ads may appear below and within AI Mode answers (Google Ads Help: Highlights of 2025). We found no Google Ads Help page that lists AI Mode ads in Luxembourg.
What about ads in Microsoft Copilot?
Microsoft Advertising shows ads in Copilot's responses. According to its help page, these ads are built automatically from your existing Microsoft Advertising campaigns, all eligible campaigns are opted in, advertisers cannot opt out, and "there's no guarantee" an ad will be shown in Copilot (Microsoft Advertising: About ads in Copilot). Search ads need a logo to be eligible. The page does not list the countries where Copilot ads run.
Should a Luxembourg business advertise in AI assistants?
It depends on what you want. Ads can bring clicks while the budget runs, and they are clearly marked as ads. They do not change what the assistant says about you, and they stop when you stop paying. In Luxembourg, a business can sign up for ChatGPT's self-service Ads Manager, but OpenAI does not publish which countries' users see ads, ads within Google AI Overviews are not offered here, and finance and health businesses are excluded from AI Overview ads altogether.
Being named in the answer itself is earned. The assistant names businesses it finds described clearly and consistently across the web. These guides cover the parts you can work on:
| What to do | Why it matters | Guide |
|---|---|---|
| Be on the lists and sites AI assistants cite | "Best of" articles, directories and association pages are read alongside your own site | Get onto the "best of" lists and sites ChatGPT cites |
| Correct wrong facts | Old addresses, prices or services repeated online end up in answers | Correct the wrong facts ChatGPT tells about you |
| Keep your Google Business Profile complete | Your hours, services and reviews there feed Google's local results | Google Business Profile for Luxembourg businesses |
None of this guarantees a recommendation. It makes sure that when an assistant looks for a business like yours, it finds correct, clear information about you. Be wary of anyone who sells a guaranteed or "sponsored" place in ChatGPT's answers: OpenAI says ads do not influence the answer.

FAQ
Can I pay ChatGPT to recommend my business?
No. You can buy an ad in ChatGPT, but an ad is a separate, labelled placement. OpenAI says: "Ads do not influence ChatGPT's answers", and that advertisers have no ability to shape, rank or alter ChatGPT's responses (OpenAI Help Center). The answer itself, including which businesses it names, is not for sale.
Does ChatGPT have ads?
Yes, for some users. OpenAI says ads may appear for Free and Go users, while Plus, Pro, Business, Enterprise and Edu have no ads, and no ads are shown to accounts identified as under 18. Ads appear below a response and are clearly labelled (OpenAI Help Center).
Are ChatGPT ads available in Luxembourg?
For advertisers, yes: OpenAI lists Luxembourg as "Available" for its self-service Ads Manager, which means a business whose advertising and billing entity is based in Luxembourg can sign up (OpenAI Help Center). Which countries' users see ads is a separate question: OpenAI's help page only says ads are rolling out to eligible Free and Go users "in select regions", without a country list, and that personalized ads are not initially available in the European Economic Area or Switzerland (OpenAI Help Center).
Will advertising on Google make me appear in AI Overviews?
Not in a way you can choose. Google says you can't directly target ad placements in AI Overviews and can't opt out of them, and that ads shown within AI Overviews are currently limited to English in a list of 12 countries that does not include Luxembourg (Google Ads Help).
Is anyone able to guarantee a ChatGPT recommendation?
No. Nobody outside OpenAI controls what ChatGPT recommends, and ads are kept apart from the answer. Be careful with anyone who sells a guaranteed place in ChatGPT's answers.
